Scenario One: Naval Junior Officer Leadership Course
Distance Learning Scenario – Military
The Department of the Navy ( DON ) has issued a call for proposals for a contractor to develop a new distributed learning course on leadership. This course should focus on leadership for junior officers. These officers, many of whom are assigned to work on ships which are currently at sea, would ordinarily return to a U.S. Naval base to complete this training somewhere between 18-24 months after receiving their commission. Due to the increased operations tempo, these individuals are not able to return for this training and must remain at their posts. This training is a required part of their professional development and important for promotion and other advancement opportunities.

Some additional background information:
* Some senior members of the DON command tasked with developing all training are not familiar with “distance education” and don't use computers or technology extensively. What can you do to get buy-in from these members? You will need to outline the advantages and disadvantages of your approach.
* Naval ships are currently deployed all over the world in almost every time zone. They have access to the Internet intermittently but do have libraries and some computer lab type facilities on board.
* Any other information should be assumed by the team and if necessary stated in the proposal documents.
